Abstract
This report examines the critical role of digital literacy in fostering skill acquisition and inclusive learning within secondary schools in Rivers State, Nigeria. As the global educational landscape undergoes rapid digital transformation, the integration of technological competencies has become essential for preparing students for the demands of the 21st-century workforce. Digital literacy encompasses not only the technical ability to use digital tools but also the critical thinking skills necessary to navigate, evaluate, and create content in digital environments. This study explores how digital literacy serves as a catalyst for developing vocational and cognitive skills while simultaneously promoting educational inclusivity for learners with diverse backgrounds and abilities. The report analyzes the current state of digital infrastructure and literacy programs in Rivers State secondary schools, identifying both opportunities and challenges in implementation. Through examination of theoretical frameworks and practical applications, this research demonstrates that strategic investment in digital literacy education can significantly enhance student engagement, improve learning outcomes, and reduce educational disparities. The findings reveal that while Rivers State faces infrastructural and capacity challenges, targeted interventions focusing on teacher training, resource allocation, and curriculum integration can effectively leverage digital literacy to create more equitable and skill-focused learning environments. Recommendations include establishing digital literacy standards, investing sustainable technological infrastructure, and developing inclusive digital pedagogies that accommodate learners with varying abilities and socioeconomic backgrounds.
